  • Ronilo Balbieran (Vice President at Research, Education, and Institutional Development (REID) Foundation)

    Ronilo Balbieran

Vice President at Research, Education, and Institutional Development (REID) Foundation

    https://www.reid.ph/

Mr. Ronilo Balbieran is a part-time member of the faculty of both the School of Economics and School of Management of the University of Asia and the Pacific, where he teaches Macroeconomics, Business Economics, and Principles of Forecasting. He is a licensed Urban and Regional Planner, and an infrastructure and logistics specialist, with more than 15 years of strong record in delivering high-impact reforms.

He serves as the Vice President of REID Foundation, where they advised and assisted DPWH in the design, planning, and implementation of the now successful infrastructure convergence programs of DPWH with the Department of Tourism on local tourism roads, with the DTI on roads connecting ecozones and logistics hubs, with the National Defense on military facilities, and with PNP on upgrading police stations.

His team in REID, under another USAID Project, also assisted DPWH in the effort to have the new Right of Way Act legislated, including the appropriate Implementing Rules and Regulations, Agency Manual, and training for Right of Way officers and staff. Because of the new law, the government is now mandated to offer the fair market value as determined by independent licensed property appraisers, including government financial institutions, instead of offering zonal value that is usually rejected by private owners, delaying critical infrastructure.

He was one of the writers of the Philippine Construction industry Roadmap 2020-2030 launched last 2019, and was one of the advisers in the Philippine E-commerce Roadmap 2020-2022.

He is now the Team Leader of the infrastructure component of a new USAID Project, called Delivering Effective Government for Competitiveness and Inclusive Growth (DELIVER), where his team has just transformed the PCAB contractor's license process into a fully digital end-to-end online experience.

He has a master's in industrial economics and finishing his dissertation for his Doctorate in Urban and Regional Planning, with a specialization in transportation planning. He obtained a Certificate in Business Analytics from the University of Pennsylvania Wharton Business School, and a Certificate on Digital Transformation in Government from the Harvard Kennedy School.
